David Horan

In his role at the institute, Dave Horan develops software and web technologies, designs and administers databases, administers cloud services, and provides user support. Prior to joining the institute, Dave supported and developed enterprise software applications for the commonwealth and other clients at Cimbrian, Inc. (formerly Peripherals Plus Technologies) in Lancaster, Pennsylvania. Dave earned a bachelor’s degree in music education from Penn State and worked as a music teacher before entering the IT field.

Dave loves to solve problems and especially enjoyed helping develop the PennData Spotchecker, a new approach to a task that the data center had been running with some unwieldy technology. “Our department created a modern, data-driven, flexible solution that expanded the capabilities of the tool and provided a user-facing process that made the task easier for both our client and our staff,” Dave says.
